Recently, SCE provided infrastructure construction on a 27-unit, single family “Air-Condo” project in Everett. As with many sites in today’s market, this site was rich with complexities and the design plans had little tolerance for deviation. The site was nestled in an environmentally sensitive area, complete with large wetland and adjacent buffers. The highland area was just above the water level and presented its own drainage riddles. In addition to grumpy neighbors, this site was encumbered with tighter-than-normal constraints for grading, earth moving, building heights, sewer and storm pipe location and elevations with nearly unreal vault and outfall structure locations and elevations. Any deviation from the design plan would likely result in catastrophic consequences with respect to time and money, risks the client and designers were well aware of.

SCE completed construction in record time with subsequent as-builts that were spot-on in most cases and within fractions of inches otherwise. During the many site visits, the construction site was orderly and pleasant as were the public roadways serving the area. The machinery was clean and in good repair and the operators showed artistry, skill and pride in the products they produced. Temporary erosion control measures were well attended despite the wet construction timeframe.

Given the tight site and design, and being very aware of construction methods and habits of many other contractors, I expected construction difficulties. SCE completed the task successfully, quickly, without incident and made it look easy.
